More Public Access in Kaloko Mauka?

At the end of Kaloko Mauka Drive is the gate shown above, upper. The signs do not say "No Trespassing," they say "Private Property All Rights Reserved." My understanding is that Palani ranch is obligated to provide a public right-of-way to the State Forest beyond. Note that the four-wheel-drive road (I get paid by the hyphen, apparently) is quite vertical. Nice views of the coast and ocean, though.
